Welcome speech by the Acting Permanent Secretary of the Ministry of Defence Ms Anna Aristotelous on the 9th Energy and Environment CapTech meeting
It is a great pleasure to address the 9th Energy and Environment CapTech Meeting co-organised by the European Defence Agency and the Cyprus Ministry of Defence (CY MoD).
The European Defence Agency, and more specifically the Energy and Environment (EnE) CapTech, plays a crucial role in providing capability aware and strategically informed advice on energy and environmental factors affecting European armed forces. By aligning with the guidance of participating member states, this initiative delivers tangible benefits, ensuring sustainability, resilience, and operational effectiveness in the defence sector.
The Cyprus Ministry of Defence’s Environmental and Energy Policy closely aligns with the Energy and Environment Capability Technology Group (CapTech) of the European Defence Agency’s objectives, particularly in advancing energy efficiency, resilience, and sustainability in defence sector.
Key initiatives of the Ministry of Defence such as:
are at the core of our efforts to enhance energy security and reduce the operational carbon footprint of European armed forces. By investing in photovoltaic systems and energy storage solutions, Cyprus actively contributes to Europe’s broader objective of achieving energy resilience while mitigating dependencies on fossil fuels. These efforts directly support CapTech’s mission to integrate innovative energy technologies that bolster defence capabilities while aligning with the EU’s climate neutrality strategy.
Furthermore, the Cyprus Ministry of Defence prioritises environmental risk management, climate adaptation, and green defence initiatives. Projects such as the “Green Camps” and the implementation of the Environmental Management System (EMAS) are in line with EDA’s CapTech priorities and reflect our commitment to sustainable defence infrastructure and climate change mitigation. The adoption of sustainable materials, water conservation measures, and pollution control strategies in military operations aligns with EDA’s vision of reducing the ecological footprint of armed forces while maintaining operational readiness.
Our active participation in European defence collaborations fosters knowledge exchange and joint research efforts, reinforcing CapTech’s ambition to develop and implement dual-use green technologies that enhance both defence readiness and environmental responsibility. Through these synergies, Cyprus continues to be a proactive contributor to the EU’s strategic vision of a sustainable, energy-resilient defence sector.
The Role of the National Guard in sustainability and climate action
The Cyprus Ministry of Defence’s Environmental Policy is a foundational pillar for the present and future evolution of our Armed Forces. Through its initiatives, the National Guard is evolving to meet the demands of a rapidly changing international landscape, one that requires the protection and preservation of natural resources and ecosystems. By implementing this policy, we ensure:
As we all recognise, the climate crisis and natural disasters increasingly deplete national resources and pose significant challenges to military operational readiness. The National Guard’s proactive role in climate adaptation and disaster prevention is essential, not only for ensuring mission success, but also for contributing to national efforts toward climate neutrality. Achieving these goals requires more than compliance with environmental legislation.

“Green Camps”-A Model for Europe
Our military camps serve as exemplary models of disciplined communities where environmental protection and management can be effectively taught and applied. Implementing comprehensive environmental management systems in these settings offers significant benefits, including raising awareness among conscripted personnel.
The eco-friendly military camps, or “Green Camps,” represent a groundbreaking innovation, not only for Cyprus, but for Europe as a whole.
Cyprus was the first country to achieve EMAS certification for a military camp at Stylianos Kalmpourtzis in 2011. Since then, five additional camps have implemented EMAS-certified Environmental Management Systems.
It is very recently that a project initially conceptualised by the project partners/participants during IF CEED Phase I, has been selected for funding by the EDA. The “Circular Economy and Defence Sector Sustainability through Eco-Management and Audit Scheme Implementation” (CEDSEMAS) project, proposed by a Cypriot and a Greek organisation, aims to enhance environmental, energy, and climate change (EEnCC) management in the defence sector.

Additionally, I would like to highlight a recent agreement between the Cyprus Ministry of Defence and the Electricity Authority of Cyprus (EAC) for the installation of photovoltaic systems in National Guard camps. This initiative underscores our Ministry’s policy and commitment to reducing energy costs and increasing the energy independence of our armed forces.
Strategic Objectives for a Sustainable Defence Sector
Through these environmental and energy initiatives, and in collaboration with organisations such as the European Defence Agency, the Cyprus Ministry of Defence is strengthening the operational efficiency of the National Guard.

Closing Remarks
As I conclude, I extend my sincere gratitude to the Chief of the Armed Forces, the military leadership, the National Guard personnel and the military and civilian staff of the Ministry of Defence. Through their cooperation and excellent coordination, they contribute to the implementation of the Ministry of Defence’s Environmental Policy, with the significant benefits I have described.
I would like to thank the European Defence Agency for facilitating platforms like today’s meeting in Cyprus, and to participate in programmes along with other member states, academic institutions, and the industry that contribute to our collective efforts for the benefit of the Ministries of Defence. I would also like to thank the participants and the companies that enhance these efforts of the member states and to reassure all that the Cyprus Ministry of Defence will continue to support such efforts.
I would also like to sincerely thank all those who contributed to the successful organisation of this meeting and express my appreciation for the valuable work being done. I am confident that through cooperation and shared vision we will achieve our ambitious goals, especially as we prepare for Cyprus’ Presidency of the Council of the European Union in 2026.
