In September 2023 total government employment decreased by 373 persons (-0,7%) in comparison to the corresponding month of 2022 and reached 52.228 persons. This decrease is mainly attributed to the transfer of Hourly Paid Workers from the Ministry of Health to the State Health Services Organisation, which is included in the Broad Public Sector, as from January 2023. Permanent staff decreased by 708 persons (-2,8%), from 25.610 to 24.902 persons. Casual staff increased by 1.886 persons (10,2%) and reached 20.404 persons compared to 18.518 persons in September 2022.

A decrease is observed in all permanent personnel categories, whereas an increase is observed in all casual personnel categories. The highest decrease is observed in permanent Educational Service staff (-2,9%) and the highest increase in casual Educational Service staff (15,1%). A decrease is observed in Hourly Paid Workers (-18,3%).

Compared to August 2023, the main changes in employment are observed in permanent and casual Educational Service staff (decrease of 2,4% and increase of 10,0% respectively). Employment levels in all other personnel categories remained stable in comparison to August 2023.

Methodological information

Coverage

Government employment includes the Civil Service, Educational Service, Security Forces staff and Hourly Paid Workers. Civil Service includes permanent and casual staff of the Ministries, Departments and Services. Educational Service includes the permanent and casual educational staff of school units and the staff of the Cyprus Productivity Center and the Higher Hotel Institute of Cyprus. Security Forces include the Police Service, Fire Service and the National Guard staff. Hourly Paid Workers include regular, casual and seasonal staff.

The members of the House of Representatives are not included in the data.

Collection of Data

Data concerning Government employment is provided by the Treasury of the Republic and refers to the number of persons that were paid in the current month, irrespective of the period and duration of employment.
