Total Employment: 53.554

In October 2023 total government employment increased by 283 persons (0,5%) in comparison to the corresponding month of 2022 and reached 53.554 persons. Permanent staff decreased by 702 persons (-2,7%), from 25.555 to 24.853 persons. Casual staff increased by 2.557 persons (13,3%) and reached 21.837 persons compared to 19.280 persons in October 2022. This increase is mainly attributed to the increase of the Educational Service casual staff, due to the abolition of the purchase of services regime in the supporting programs of the Ministry of Education, Sport and Youth as from the school year 2023-2024.

A decrease is observed in all permanent personnel categories, whereas an increase is observed in all casual personnel categories. The main change is observed in casual Educational Service staff (increase of 24,2%). A decrease is observed in Hourly Paid Workers (-18,6%), which is mainly attributed to the transfer of Hourly Paid Workers from the Ministry of Health to the State Health Services Organisation, which is included in the Broad Public Sector, as from January 2023.

Compared to September 2023, the main change in employment is observed in casual Educational Service staff (increase of 23,0%). Employment levels in all other personnel categories remained stable in comparison to September 2023.

Methodological information

Coverage

Government employment includes the Civil Service, Educational Service, Security Forces staff and Hourly Paid Workers. Civil Service includes permanent and casual staff of the Ministries, Departments and Services. Educational Service includes the permanent and casual educational staff of school units and the staff of the Cyprus Productivity Center and the Higher Hotel Institute of Cyprus. Security Forces include the Police Service, Fire Service and the National Guard staff. Hourly Paid Workers include regular, casual and seasonal staff.

The members of the House of Representatives are not included in the data.

Collection of Data

Data concerning Government employment is provided by the Treasury of the Republic and refers to the number of persons that were paid in the current month, irrespective of the period and duration of employment.
