Το Συμβούλιο Ασφαλείας των Ηνωμένων Εθνών, υπό την Προεδρία του Αναπληρωτή Μονίμου Αντιπροσώπου του Ηνωμένου Βασιλείου στον ΟΗΕ, Πρέσβη Jonathan Allen, είχε χθες (21.11.19) το απόγευμα, κλειστές διαβουλεύσεις για την έκθεση των καλών υπηρεσιών του Γενικού-Γραμματέα στην Κύπρο (S/2019/883) που κυκλοφόρησε στις 20.11.2019.

Τα μέλη του Συμβουλίου Ασφαλείας ενημερώθηκαν από τη Βοηθό Γενικό-Γραμματέα Αρμόδια για Πολιτικές Υποθέσεις, κα Rosemary DiCarlo και ακολούθησε ανταλλαγή απόψεων.

Αμέσως μετά την ολοκλήρωση των διαβουλεύσεων, ο Πρέσβη Jonathan Allen, ανέγνωσε τα πιο κάτω σημεία προς τα ΜΜΕ και απάντησε σε ερωτήσεις δημοσιογράφων:

«Τα μέλη του Συμβουλίου Ασφαλείας ενημερώθηκαν σήμερα από τη Βοηθό Γενικό-Γραμματέα Rosemary DiCarlo για την κατάσταση στην Κύπρο.

Τα μέλη του Συμβουλίου Ασφαλείας εξέφρασαν την πλήρη υποστήριξή τους στις συνεχιζόμενες προσπάθειες του Γενικού-Γραμματέα και χαιρέτισαν την πρωτοβουλία του να συγκαλέσει άτυπη τριμερή συνάντηση με τους ηγέτες της Ελληνοκυπριακής και  τηςΤουρκοκυπριακής κοινότητας, κ. Νίκο Αναστασιάδη και κ. Μουσταφά Ακιντζί.

Τα μέλη του Συμβουλίου Ασφαλείας ενθάρρυναν τους ηγέτες να βασιστούν σε προηγούμενες συγκλίσεις και σε πνεύμα συμβιβασμού να χρησιμοποιήσουν αυτή τη συνάντηση για να ανανεώσουν την πολιτική βούληση και δέσμευσή τους, για μια συνολική διευθέτηση που θα βασίζεται σε μια δικοινοτική, διζωνική ομοσπονδία, με πολιτική ισότητα, όπως ορίζεται στα σχετικά Ψηφίσματα του Συμβουλίου Ασφαλείας.

Τα μέλη του Συμβουλίου Ασφαλείας ενθάρρυναν όλα τα μέρη να κάνουν παραγωγική χρήση της προσεχούς περιόδου».

“The members of the Security Council were briefed today on the situation in Cyprus by Under Secretary-General Rosemary DiCarlo.

The members of the Security Council expressed their full support for the ongoing efforts of the Secretary-General and welcomed his initiative to convene an informal trilateral meeting with the leaders of the Greek Cypriot and Turkish Cypriot communities, Mr Nicos Anastasiades and Mr Mustafa Akinci, on Monday, the 25^th of November.

The members of the Security Council encouraged the leaders to build on previous convergences and in a spirit of compromise to use this meeting to renew their political will and commitment to a comprehensive settlement, based on a bi-communal, bi-zonal federation with political equality as set out in relevant Security Council Resolutions.

The members of the Security Council encouraged all parties to make productive use of the coming period.

Question: Sir, under your national capacity, what you really expect to come out of this meeting, because we had other meetings formal and nothing happened. Now do you expect anything really to happen?

J. Allen: I’m speaking in my national capacity, just to be clear about that. I think the fact that the two leaders will be getting together with the Secretary-General in the same room for the first time over two years, is a positive development and I really hope that they can build on that conversation to agree the way forward to resume negotiations and to be able to find ultimately a settlement. That’s our hope.

 Question: What’s the position as a guarantor power? Is it the same? Do you want to be a guarantor in the process? There is a…..suggested that the UK wants out of the guarantor power.

J. Allen: The UK is a guarantor power under the Treaty of Guarantee. We take a full role as a guarantor power and those elements of the settlement. If you are asking about detail questions of what would happen under new arrangements, well I think we’ll let those play around the negotiating table. And we are very clear about our role and the importance that we attached to them.

Question: Do you see this informal Crans Montana type of a conference to be resuming soon after this tripartite meeting?

J. Allen: So, I’m going to focus on the first step, which is Monday. Let’s see how that goes. Let’s see what the Secretary-General concludes from that. He has our full support, as to Jane Holl Lute. She has been working with him and for him on this issue. I would like to hear from them after Monday on what next.
