Ανανέωση της θητείας της UNFICYP από το Συμβούλιο Ασφαλείας του ΟΗΕ

Το Συμβούλιο Ασφαλείας των Ηνωμένων Εθνών, σε επίσημη συνεδρία χθές (25.7.19) το απόγευμα, υπό την προεδρία του Μονίμου Αντιπροσώπου του Περού, Πρέσβη Gustavo Meza, υιοθέτησε ομόφωνα το Ψήφισμα με αριθμό S/RES/2483 (2019), που ανανεώνει τη θητεία της Ειρηνευτικής Δύναμης των Ηνωμένων Εθνών στην Κύπρο, UNFICYP, για ακόμη έξι μήνες, μέχρι την 31η Ιανουαρίου 2020. 

Σημειώνεται ότι πριν από τη σύνοδο του Συμβουλίου Ασφαλείας, ο Μόνιμος Αντιπρόσωπος της Κύπρου στα Ηνωμένα Έθνη, Πρέσβης Αντρέας Δ. Μαυρογιάννης, επέδωσε στον Μόνιμο Αντιπρόσωπο του Περού, Πρέσβη Gustavo Meza, την επιστολή συγκατάθεσης της Κυβέρνησης της Κυπριακής Δημοκρατίας, ως φιλοξενούσας χώρας για την ανανέωση της εντολής της UNFICYP.

Αμέσως μετά την υιοθέτηση του ψηφίσματος, έλαβαν το λόγο για επεξήγηση της ψήφου τους, οι αντιπρόσωποι των Ηνωμένων Πολιτειών Αμερικής και της Ρωσικής Ομοσπονδίας.

“Thank you, Mr. President. And thank you to the United Kingdom for your efforts to reach consensus on this resolution, and also to produce a more concise resolution in line with this Council’s agreement to reduce text in resolutions.

The United States believes this new mandate sends an important message from the Security Council to the sides and relevant parties: that the leaders of the communities must work with a sense of urgency to resume full-fledged negotiations that will fulfill the hopes of the Cypriot people to reunify Cyprus as a bizonal, bicommunal federation with political equality, as set out in relevant Security Council resolutions. We also believe the mandate makes clear that peacekeeping missions must support political solutions and cannot substitute for an inactive political processes.

The United States is disappointed by the lack of progress in the two years since the Conference on Cyprus, but we believe a settlement remains achievable. The leaders of the communities must demonstrate the political courage and will to transform their words of readiness into action, and engage in a UN-facilitated process.

We know that the ultimate settlement will require more than just the agreement of the leaders of the two communities. Direct contact between the sides does not implicate issues of recognition, but should be encouraged as a way to rebuild trust and improve the public atmosphere to prepare the communities for a future settlement. To that end, we also look forward to renewed progress in supporting women’s participation in the settlement effort.

In their 2014 Joint Declaration, the community leaders described the status quo as unacceptable. We agree and believe this holds true today. This resolution is a unanimous expression of the Council’s support for the leaders to take the political risks necessary to engage meaningfully and with a sense of urgency. We hope it spurs political progress that will reunify Cyprus and bring about a sustainable peace for all Cypriots.

We also look forward to the Secretary-General’s next report on UNFICYP, including his recommendations for how to further encourage the sides and all involved parties to respect UNFICYP’s mandated authority in, and delineation of, the buffer zone in an effort to defuse tensions.

“Mr. President,

The Russian Federation has supported resolution 2483 on extending the mandate of the United Nations Peacekeeping Force in Cyprus in its unchanged form.

We are convinced that the Mission plays a key role by strengthening stability that is key prerequisite for a direct dialogue between the Cypriot communities.

We cannot but be concerned about the fact that after the conclusion of the international conference in Crans-Montana, the “period of reflection” that the Secretary-General referred to in one of his reports, became protracted. However, the UN Mission should not be used as a tool of exercising political pressure on the Cypriots. The task of the Mission is to ensure security and monitor observance of the buffer zone.

Regarding the political settlement, it is well established that only the Cypriot communities themselves, through direct dialogue, can come to an agreement for a unified State of a bizonal, bicommunal federation. Since this is a very sensitive issue, and any external interference, imposed concepts, pressure, and artificial deadlines are absolutely unacceptable. Such approach by no means helps in a painstaking process of searching for compromise solutions.

As for international assistance to the Cypriot settlement, we believe the time has long become ripe to increase the Security Council profile in this process. It is well known, that one of the most important aspects to the settlement is effective security guarantees for both communities. It is self-evident that the current guarantee system that involves three foreign States does not contribute to Cypriots searching for an independent solution. Let me be frank: the existing system of security guarantees for Cyprus has to a large extent become anachronist. The most effective measures to ensure independence, sovereignty and territorial integrity of the unified Cyprus would guarantees given by the Security Council. In the long term, it is the Council that will have to endorse the final agreements the sides will have come to.

Mr. President,

In conclusion, let me call upon those who seek to drag Cyprus into geopolitical games that go along with attempts to oust traditional actors from the Eastern Mediterranean, to stop doing this. Such tactic might entail dangerous escalation of tensions in this rather sensitive region; and it by no means can promote settlement in Cyprus.”

Μετά τη λήξη της συνεδρίας του Συμβουλίου Ασφαλείας για την ανανέωση της UNFICYP, ο Μόνιμος Αντιπρόσωπος της Κύπρου στα Ηνωμένα Έθνη, Πρέσβης κ. Μαυρογιάννης, προέβη στην πιο κάτω δήλωση ενώπιον της κάμερας ΟΗΕ.

“On behalf of the Government of Cyprus, I would like to express our satisfaction that the Security Council has followed the recommendation of the Secretary-General and renewed the mandate of the peacekeeping force in Cyprus without any change. We believe, and it’s our strong feeling that as long as the abnormal situation on the ground persists, the presence of the peacekeeping force is necessary. This is why, as the host country, we have given our consent for the renewal of the peacekeeping force. Of course, the resolution adopted now by the Security Council contains also a number of other elements. All of them are very important which express the views of the Security Council on the overall situation in Cyprus. We will, of course, as always, with determination and commitment will work for the implementation the Security Council resolution and we call upon all parties to continue working in order to get rid of the Cyprus problem and of course in order to improve the situation on the ground as mandated also by the Security Council. We need a settlement which is long overdue in order for the country to be reunified and for our people to fully take their stride.”
